POWER AND BUREAUCRACY

21/05/2021 | Doç. Dr. Ahmet TAN | 391

There are situations that affect the political marketing practices of political parties. These; They are the government, opposition, media, bureaucracy, pressure groups and voters who are directly involved in the political process. Others are science and technology, natural environment, international and unexpected developments that take place outside the political process. In this article, I will try to briefly discuss the importance of power and bureaucracy.

Political party(s) in power; All segments of society have certain obligations to protect their common interests. The government is also the provider of all kinds of services. When he can use the resources rationally and provide efficiency, he will have the opportunity to reach the voters. In other words, it has the chance to be one step ahead of its competitors all the time. It can turn the disadvantaged situation in its favor by developing institutions and protecting basic democratic rights and freedoms regarding social movements that may have negative consequences in society. This means that the opposition parties have less material to talk about.

Power is the addressee of all kinds of desires and needs. Indeed, people who have demands do not think much about how and with what means these demands can be met. This is an indication that unlimited demands will lead the government to failure. In case the government cannot meet the demands of the voters, it directs the voters to alternative parties. The government cannot be expected to remain indifferent to such a course that will occur against itself. Political power needs to re-evaluate itself in order not to reduce its market share.

Just having satisfied customers is not always enough in marketing. Sometimes it is necessary to find new customers. It is the same in political life. Loyal voters who are loyal to their party, along with their visible support, guide the orientation of other voters.

And bureaucracy.

The cadres loaded with public administration are called bureaucracy as a general name. In every country with a developed public administration, the term bureaucracy evokes cadres of civil servants who adhere strictly to certain rules, who prefer following the rules over the completion of a job, sitting in paper-filled rooms. However, the transformation of the decisions taken by the authorized institutions and boards of the political system into action takes place through the bureaucracy.

In the political process, the bureaucracy, the services provided by the political power are distributed to the public by the bureaucratic organization units and members. Service recipients recognize the political power through the bureaucratic organization and its members. Because it is known by the voters that this variable is under the control of the political power. In other words, voters equate bureaucracy with political power. In this context, it can be said that bureaucracy has a very important function.

There is always the possibility that the political power will fail due to the working system and tempo of the bureaucratic organization. Therefore, when it comes to power changes, there may also be changes in bureaucrats, especially at key points. These changes, which the political power will resort to when there is a concern that its promises will not be fulfilled, can also be made with ideological and similar concerns. Thus, the political power takes measures against the elements and activities that may put its future at risk. Those in the bureaucratic structure

They never consent to the discussion of their expertise. As soon as they sense such a thing, they can cause the state to wear out by putting their own professional lives and personal interests in the foreground, as do business executives. This is a wrong step in the order of mutual relations.

cause harm to the electorate.
